Project measures: KfW addresses the target group of micro, small and medium sized enterprises (MSME) and entrepreneurs with its Program for “Development of Financial Systems in Rural Areas in Serbia”. The objective of this Program is to improve access to credit and to support competitiveness for MSME and entrepreneurs in Rural Areas, so that the income options for the rural population are improved. Despite its economic and political importance, the development of the Serbian agricultural sector is still hampered by various constraints, in particular by the lack of longer-term finance. KfW addresses the various constraints with three approaches (two rural credit lines; establishment of a regulatory framework for a commodity trading platform in Voivodina region; a countrywide start-up facility). To support the three approaches, an Accompanying Measure is budgeted at up to 1.5 million EUR for consultancy services
Requested Consultant services: Consultancy services shall focus on four main tasks: (i) optimize marketing and loan processing of the banks; (ii) design and conduct trainings for MSME and entrepreneurs / farm successors in Rural Areas; (iii) assistance to MoAE and Securities Commission (SEC) in creating regulations and conditions for Commodity Exchange establishment and (iv) support MoAE in the implementation of the Project.
