Brief description of the Contract:

Climate-friendly Modernisation of Bus Services in Major Cities of Tamil Nadu – Accompanying Measures Consultant (“AMC”) Services

Project measures:

Under the “Climate-friendly Modernisation of Bus Services in Major Cities of Tamil Nadu” project (the “Project”), the German Financial Cooperation (“German FC”) will support the PEA and  the Tamil Nadu State Transport Corporation (“TNSTC”) in the envisaged reform program for Tamil Nadu´s public transport sector. Besides a comprehensive fleet modernization program, the Project supports the STUs in the implementation of a performance, governance and service improvement program to bring about sustainable transformational change as well as improved environmental outcomes. For the current phase, the total investment volume for the Project is approx. EUR 274 million of which the German FC will provide EUR 200 million and the residual will be contributed by GoTN.

Requested Consultant Services:

The AMC is expected to support the PEA, TNSTC and STUs in enhancing efficiency of operations and maintenance by providing various training and capacity strengthening measures to make investments in the modernized fleet and improved ICT systems financed under the Project sustainable Based on a detailed needs assessment, capacity strengthening and management support measures to be provided by the AMC will cover all aspects of public transport including, but not limited to route planning, fleet operations, charging and maintenance of E-vehicles as well as utilization of telematics and tracking date, cashless ticketing systems and passenger information systems (“PIS”). Management support will include activities such as support in change management, institution building, service quality and performance turnaround, improvement of operational and financial performance including cost efficiency & revenue enhancement as well public relations, marketing and communication strategies for the public transport sector. The AMC shall support the STUs in implementing ESHSMPs measures and in change management to reduce environmental, social and health risks in operation of buses and depots. The AMC shall monitor the implementation of the reform road map to be proposed by TNSTC and the STUs and will assist the PEA in conceptualising future phases of the modernisation and investment programme and capacity strengthening measures under the Project in accordance with the requirements of the reform road map.
