Brief description of the Contract:

The Government of the Hashemite Kingdom of Jordan through the Water Authority of Jordan (WAJ) has applied for finance from the Government of the Federal Republic of Germany through the German Development Bank KfW towards the costs for a feasibility study on water supply including water treatment for Wala Dam, Wala- and Hidan Wellfields and improvement of the water distribution network in Madaba City.

Requested Services:

The objective of the current assignment is to provide WAJ with all necessary managerial, technical, economic-financial, social and environmental information and tools for informed decision making to implement a feasible solution for improved water supply including safe drinking water provision from Wala Dam, Wala- / Hidan Wellfields (Component 1) and reduced water losses in the water distribution system for Madaba City (Component 2) in a sustainable and efficient manner.

The FS will examine at least the following Work Steps (list is to be treated indicatively):

Work Step 1: Baseline

• Basic data assessment and data gap analysis

• Assessment of target group, institutional and financial framework conditions

• Technical baseline assessments

• Detailed problem statement including definition of eventual additional data collection activities (e.g. silt volume in Wala Dam, testing of surface- and groundwater contamination etc.) as part of a data collection plan

• Development of a multi-criteria matrix to support informed decision making

Work Step 2: Assessment of technical Alternatives

• If necessary, carry out primary data collection activities

• Development of a concept for sustainable and efficient water usage of ground- and surface water in Wala Dam and Wala-/ Hidan Wellfields for drinking, irrigation and groundwater recharge purposes.

• Determination of design parameters and future projections for both components

• Brief description, rough conceptual designs including cost estimations and assessments of potential technical alternatives for both components and combinations thereof.

• Fill the multi criteria matrix, apply scoring and formulate recommendations

Work Step 3: Feasibility Study & Preliminary Design

• Carry out the preliminary design for both components

• In-depth environmental, social and climate assessment (ESIA); the ESIA shall lead to the official environmental permit by the Ministry of Environment (MoE)

• Detailed economic and financial assessment• Define necessary Accompanying Measures.

• Detailed Risk analysis and mitigation measures

• Development of an implementation plan and tender concept; strategy for sustainable, efficient water usage including future usage of the Wala- / Hidan wellfields

• Development of the project planning and monitoring concept

• Preparation of a sound Feasibility Study Report and organisation of workshops

The services are to be delivered by a team comprised of long- and short-term staff, and other professional and administrative support staff. Efficient management shall be made available.
