Brief description of the Contract:

The newly established UCRIP is financed by the German Government commitment to the Government of Bangladesh through CCAUD Program, Phase III. Under the German/Bangladesh CCAUD Program, the German Development Cooperation has been supporting Bangladesh in particular through investments in climate change-adapted urban infrastructure (including basic infrastructure in urban poor areas), capacity development at local and national levels as well as with mainstreaming of climate change in all relevant processes.  Under the UCRIP, KfW intends to bundle and streamline several existing and potential future funding commitments of the German Financial Cooperation for climate change-adapted urban infrastructure in Bangladesh in a multi-financing umbrella facility.

Under the Project, KfW is considering providing financing of EUR 10 - 12 million for investment into primary and secondary drains (including road repair and associated rehabilitation of the Kathakhali khal) in Sirajganj Pourashava. In addition, the project may finance capacity building on municipal solid waste management, financial management and operation and maintenance for municipal and LGED staff as part of an Accompanying Measure component. The Project Executing Agency (PEA) will be LGED.

Requested Consulting Services

The outputs of the Services shall serve as a basis for decision and implementation of the investment measures to be financed by KfW and GoB. Based on the recommendations of the prefeasibility study, the Services include the following main tasks:

i. Review pre-feasibility study and other existing plans and documentation;

ii. Carry out a climate vulnerability analysis;

iii. Conduct Survey and analyse existing stormwater drainage system, and conduct supplementary studies and survey as required;

iv. Develop and elaborate an appropriate stormwater drainage network and associated rainwater management systems for the town;

v. Conduct Environmental and Social Impact Assessments (ESIA) / Environmental and Social Management Plans (ESMPs) including a Gender Action Plan (GAP);

vi. Conduct institutional and other assessments for an accompanying measure component; and

vii. Prepare detailed feasibility designs and cost estimate costs for the full stormwater management system and associated measures.
