Consulting Services to Strengthen PLNs Capacity with Regard to the Implementation of International Social and Environmental Standards

Project

KfW Development Bank (KfW) is planning to support Perusahaan Listrik Negara (PLN) with a project called “Energy Transition Acceleration Programme” (ETAP). ETAP has three components. 

• Component 1: Consulting services to strengthen PLNs capacity with regard to the implementation of international social and environmental standards in different project phases and their organizational mainstreaming in PLN. 
• Component 2: Consulting services to strengthen PLNs capacities in the preparation and execution of geothermal projects, such as the preparation of drilling programs or reviewing studies. 
• Component 3: Consulting services to support PLN in investigating topics around the use of green hydrogen and to support the development of a strategic approach in that regard. 

This tender is only for Component 1.

Component 1 is considered also as support to the planned RBL program Accelerating Indonesia's Clean Energy Transition Program (AICET) with PLN. The AICET program will include utility scale solar and wind power, upgrading of transmission lines as well as upgrading substations. The initial E&S risk rating is B+, i.e., substantial risks. It is understood that PLN has developed an ESMS with the support of World Bank that conforms with international E&S standards which is currently rolled-out at PLN but not fully functional yet. The objective of this assignment is to strengthen PLNs capacity regarding the implementation of international social and environmental standards in different project phases and their organizational mainstreaming in PLN. Component 1 shall also support PLN in strengthening longterm institutional E&S Capacity Building Structures.
