Consulting Services for technical assistance to ESM in market-oriented green transformation (Electricity)

Project:

• Elektrani na Severna Makedonija A.D. (ESM) is North Macedonia’s leading state-owned electricity generation company and the core public utility responsible for the majority of the country’s power generation capacity. ESM operates under the national legal and regulatory framework and plays a system-critical role in electricity supply, security of supply, and implementation of national energy and climate policies, with a generation mix historically dominated by lignite-fired thermal power plants and complemented by hydropower facilities.
  As part of this initiative, the EU and KfW launched the “Supporting a Market-oriented Green Transformation in the WB6 and European Neighbourhood East Regions Programme” (the Programme) to facilitate the green transition of energy utilities, by providing financing and technical assistance to public and private energy enterprises, promoting investment in renewable energy and grid infrastructure, and supporting institutional reforms to improve the market readiness of state-owned utilities.
   

Requested Services: 

This tender aims to procure consulting services under the EFSD+ TA Component. ESM, with support from KfW, will conduct an international competitive bidding process to select a Consultant for the implementation of these TA Measures (TAM), performing the following indicative main tasks:

• ESM Diagnostics and Gap Analysis
• Development of a Transformation Roadmap and TAM-Plan
• Development of Analysis, Assessments, Detailed Studies and Strategies/Plans/Acts in Priority
• Fields (indicative): Support ESM across priority fields
• Implementation of Priority TAM with and within ESM
• Reporting and Coordination with ESM and KfW
