Project measures:

This study falls in the context of the Government of Ethiopia’s (GoE) Roadmap for the Modernization of the Financial Sector (the “Roadmap”) that is currently under preparation. The focus of the Roadmap is on the National Bank of Ethiopia (NBE), the Commercial Bank of Ethiopia (CBE) and the Development Bank of Ethiopia (DBE). In order to be able to develop options in cooperation with NBE and GoE for the future structure of the financial sector and the institutions’ business models, all three institutions will undergo a detailed diagnostic assessment.

Brief description of the Contract:

As part of the Roadmap preparation process, the objective of this study is to conduct a detailed diagnostic assessment of DBE and its operational capacities as well as where required an in-depth asset quality review (AQR) to provide a firm factual basis for reforms to increase the efficiency and effectiveness of development finance.
