Consulting Services, Project Implementation (Solid Waste Management)

Programme Measures:

The Project consists of the following components to be financed:

• Supply of goods for municipal waste collection and transport as well as city cleanliness services (e.g. bins and containers, refuse collection vehicles, solid waste transportation vehicles, street cleaning equipment, equipment for cleaning riverbeds and beaches to avoid marine littering).
• Investments into the regional solid waste management infrastructure (e.g. construction of sanitary landfills, inert landfills, transfer stations, waste treatment facilities (sorting and composting), rehabilitation/ closure of dumpsites, small scale investments in municipal infrastructure) as well as mobile operation equipment.
• Implementation support, institutional and financial management support, operational support and awareness raising measures

Brief Description of the Contract:

• Review the feasibility studies,
• Conceptual and detailed design for the construction of the SWM infrastructure, such asconstruction and extension of sanitary and inert waste landfills, the transfer stations, sorting and composting facilities and the closure of existing landfills;
• Technical specifications for all goods to be supplied;
• Elaboration of environmental and social impact assessment studies and obtaining the respective permits/licenses as well as any other permit/license necessary for construction and operation of the SWM infrastructure, this task includes all activities related to stakeholder engagement and public hearings;
• Designing and implementing the Tender Processes (as defined in KfW’s “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries“ attached in Annex 5 (the “Procurement Guidelines”)) in compliance with (i) the Procurement Guidelines and (ii) the environmental and social standards
• Supervision and acceptance of construction works for SWM infrastructure (as FIDIC Engineer) as well as accompanying of delivery of all goods and any investment from remaining funds;
• All activities related to ESHS and OHS requirements;
• Support and monitoring of the land acquisition process and of the activities related to social/environmental safeguards, if needed and
• Provide technical operational training in coordination with the Accompanying Measures
• Consultant(s) and equipment suppliers.
