Project

Within the framework of the German Financial Cooperation with Albania funds were provided to the Albanian government for investment measures in the Water and Wastewater Sectors which earmark medium-sized cities. Additional funds were provided by the Swiss government through SECO. The Municipal Infrastructure Programme V (MIP V) (BMZ-Nr. 2013 66 467 and 3020 00 099) includes the city of Elbasan. The focus of the project is the improvement of the water supply and waste water systems.

Brief Description of the Contract:

Water Supply and Sewage

• Supply and installation of primary network pipes ca. 2,6 km (PE DN 225 - 500) and secondary and tertiary network pipes (PE OD 50 – PE OD 200 mm) ca. 42.5 km, incl. electro-fusion Fittings, individual and bulk water-meters, valves and the construction of house connections (ca. 3040 units – Pipes for house connections in PE-RC OD 20 – OD 63 mm). Construction of 1 x 2,000m³ and Rehabilitation of 2 x 2,000m³, 1 x 1,000m³ und 2 x 600m³ Reservoirs including DI Piping, Fittings, Valves, Bulk Water Meters, Improvement of electrical supply and rehabilitation of offices and storage room at two reservoir sites. Implementation of SCADA System. Supply and construction of piping and manholes for sewerage network ca. 3.7 km (PE OD 400 – PE OD 1,000).

Remark:

Based on various EU sanctions provisions (including Article 5k of Regulation 833/2014) bidders, subcontractors, and suppliers located in or originating from the Russian Federation must be excluded from procurement processes utilising KfW funds. Russian bidders, subcontractors and suppliers are to be understood as
a) Russian nationals or natural or legal persons, entities or bodies established in Russia,
b) any legal person, entity or body in which more than 50% of the shares are owned directly or
indirectly by one of the entities referred to under point (a), or
c) any natural or legal person, entity or body acting on behalf of or at the direction of any of the
entities referred to under point (a) or (b).
In view of the current EU sanction regime and in view of possible further restrictions, Russian nationals
and organizations or entities established in Russia are bound to be excluded from this procurement.
