Requested Services:
The Accompanying Measures Consultant (AMC) will support PCU, Municipalities and regional
structures with:
- Overall Stakeholder Coordination including establishment of a Stakeholder Coordination
Mechanism to coordinate all programme activities with relevant stakeholders on national,
regional and local level as well as with the Implementation Consultant; - Project management support for the programme (setting up of a project management
structure to support the PEA etc.); - Institutional management support (e.g. development/review of regional institutional waste
management plans or upgrading of the municipal waste management department,
establishment of intermunicipal setting on regional level); - Financial management support to the regional waste management entities or lead
municipalities (e.g. internationally approved accounting standards, planning, monitoring and
controlling, develop business plans, proper accounting of cost/revenues, in particular
calculation of gate fees and waste tariffs, including a tariff collection mechanism); - Human resources management (e.g. introduction to modern management, training needs
assessment, capacity building); - Technical management and operations training (e.g. administrative and management
training, capacity building for the operation and maintenance of the implemented waste
management infrastructure, support to integrate the informally working waste pickers in
formal SWM, operational optimisation and efficiency measures); - Communication and awareness raising (e.g. preparation of communica¬tion, education and
awareness raising activities on all levels, conduction of campaigns, education and awareness
raising measures on all levels); - Introduction of improved data processing methods and digitalisation measures (e.g.
developing and implementing waste management information systems); - Development and implementation of internal ESHS management system including
assessment of training needs; - Monitoring of the programme in terms of achievement of objectives and indicators,
environmental and social issues (set-up and implement a monitoring system, documents
management system etc.) and - Visibility measures.
