Consulting Services for Strengthening Technical and Vocational Education and Training

Description of the project: 

The project aims to strengthen market-oriented vocational and technical education in selected training institutions. The project has three main components:

1. Infrastructure and Equipment: Modernization and construction of school buildings with a focus on gender equality and the inclusion of people with disabilities, strucutural and technical studies as well as environmental and social safeguard studies and the delivery and installation of training-related equipment and materials (e.g., didactic and pedagogical tools, workshop machinery, IT equipment, equipment for the first-aid room and furniture). Includes training on the proper use and maintenance of the equipment.
2. General and Vocational Education: Improvement of school governance, targeted capacity building for teaching staff, and measures to promote demand for vocational training (especially among young women) as well as support for the professional integration of graduates.
3. Project Implementation: Managed by a dedicated Project Management Unit (UGP) with support from an international consulting firm.

 

Requested Services:

• Project planning and management: Development of the project concept, including timeline and budget; Preparation and regular updating of the project operations manual
• Technical planning and procurement: Preparation of preliminary and detailed designs, and tender documents; Preparation of technical specifications and equipment lists; Support in procurement processes; Supervision of construction works and equipment delivery; Development of operation and maintenance plans for infrastructure and equipment
• Training content and capacity-building: Development of an intervention concept for the education component; Monitoring of capacity building in school governance and teaching quality; Cooperation with the Institut Pédagogique National de l’Enseignement Technique et Professionnel (IPNETP) for the qualification of teaching staff, including an agreement between METFPA (Ministry of Technical Education and Vocational Training) and IPNETP; Promotion of partnerships with the local private sector to ensure labor market relevance
• Monitoring, environment, and reporting; Monitoring of project activities and indicators based on the results matrix; Conducting environmental and social safeguard studies in line with KfW requirements; Preparation of regular progress reports
• Financial management and quality assurance; Co-management of the disposition fund; Support in the selection and contracting of auditors
