Brief description of the Contract:

The project will support the PEA in developing and implementing an ecological Forest Landscape Restoration (FLR) approach incorporating advanced management systems for degraded forests with the objective of enhancing ecosystem services and improving and stabilizing the livelihoods of local communities in Baishui County.

The preliminary objectives of the Project are to

  • improve water and soil conservation;
  • stabilize/increase vegetation cover and tree species diversity in intervention areas;
  • increase environmental protection awareness and knowledge of the local and surrounding residents, and

improve the sustainable livelihood development capacity of local farmers.

Requested Services:

Assistance in the implementation of the project. The consultant services shall provide the following national and international expertise:

a) General project management (e. g. operational and financial planning, procurement, developing an environmental M&E system, quantity and quality control of project measures);

(b) Financial administration and management of a USD 35 million loan package according to KfW regulations;

(c) Planning and implementation of a participatory land-use planning (PLUP) process involving and consulting the general public, forestry staff and rural households;

(d) Piloting and leading the concept of Forest Landscape Restoration with a view to restoring multiple ecological, social and economic functions across a landscape and generating a range of ecosystem goods and services that benefit multiple stakeholder groups;

(e) Sustainable forest management (SFM) planning on landscape level including expertise in GIS, remote sensing and mapping. SFM planning will focus on the following fields: (1) reforestation/rehabilitation/ restoration, (2) developing silvicultural options for the transformation of Robinia monocultures and (3) natural habitat conservation;

(f) Designing and implementing environmental education programs in forest parks including the design and construction of environmentally-friendly infrastructure;

(g) Support the Project Executing Agency in completing and implementing the Environmental and Social Management Framework (ESMF) according to national and international standards.
