Description of the project:

The “Program for Results – ECG Performance Improvement Program (P4R EPIP)” in Ghana’s energy sector is part of the EZ-Program “Responsibility for Our Planet: Climate and Energy.” This overarching initiative supports Ghana’s climate objectives and promotes sustainable, inclusive economic development by improving the financial sustainability of the energy sector and creating conditions conducive to investment in renewable energy and energy efficiency.

The P4R EPIP addresses critical challenges faced by the state-owned Electricity Company of Ghana (ECG), including high non-technical losses, low revenue collection efficiency, and limited operational performance. These challenges contribute to significant annual financial losses, placing a burden not only on ECG but also on the national budget through recurrent government subsidies. As a result, they hinder essential investments in the energy sector and other key areas of development.

To tackle these issues, the program aims to enhance ECG’s financial and operational performance, thereby contributing to the long-term sustainability of Ghana’s energy sector. It is closely aligned with the objectives of the Energy Sector Recovery Programme (ESRP), which seeks to reduce sector debt and improve investment capacity. Collectively, these efforts support the achievement of Sustainable Development Goals (SDGs) 7, 9, and 13.

Requested Services:

  • As part of the program, a consulting firm (the “Consultant”) will be engaged to support ECG in conducting a comprehensive audit and data collection exercise. Specifically, the Consultant will audit all registered and unregistered electricity customers in the target regions to identify old and/or faulty meters. Additionally, the Consultant will collect geospatial data and relevant attributes related to customers, transformers, streetlights, and other elements of the distribution network. This data will be integrated into ECG’s Geographic Information System (GIS) to enhance asset management and operational planning.
