Brief description of the Contract:

The PEA is in process of developing and procuring a solar PV power plant (PVPP) with a capacity of ca. 125 MWAC (the "Project") for which KfW intends to provide financing in form of a promotional loan. The Project site is located in Goaltore ca. 170k west of Calcutta. The Project will be implemented through a turnkey Engineering, Procurement and Construction (EPC) Contract including five years of operation and maintenance (O&M). Procurement of the EPC s expected to commence in February 2022.


The Consultant’s task is to support the PEA during Project implementation. In particular, the Consultant shall assist the PEA in:

  1. review of the detailed engineering design proposed by the EPC contractor;
  2. supervise the works and installation of the PVPP through the EPC contractor until commissioning;
  3. report to KfW as well as disbursement management and cost controlling, and
  4. monitoring of compliance with environmental and social health standards (ESHS) in compliance with World Bank Environmental and Social Standards (ESS) and the World Bank Group General and sector-specific Environmental Health and Safety (EHS) Guidelines.
