Consulting Services to Support and Monitor the Priority Investment Program in PDET Municipalities Phases II and III

Project:

• The objective of the Program is to improve the conditions for economic and social participation of the population in the selected PDET municipalities. 

Requested Services:

• Support for the ART in the planning, implementation, monitoring, evaluation, and systematization of the Program;
• Support for the ART in complying with the three frameworks: (1) Environmental and Social Management Framework; (2) Stakeholder Consultation Framework; (3) Resettlement Policy Framework for the Program;
• Support to the ART in the preparation of the Program’s Operational Manual;
• Support to the ART in the preparation of the Program Implementation Plan (PIP);
• Support to the ART in the prioritization and selection of infrastructure investments and in the definition of specific technical works, taking into account the initial prioritization of initiatives provided by the ART.
• Support to the ART in defining and implementing institutional strengthening measures;
• Support to the ART in the structuring, contracting, supervision, and settlement of works;
• Support to the ART in the specification, procurement, acceptance, and distribution of goods and services to be financed;
• Support to the ART in the design, implementation, and follow-up of the Program’s monitoring and evaluation system;
• Supporting the ART and the PA-FCP in planning the use of German Financial Cooperation funds (projecting disbursements, verifying account statements, reviewing reimbursement requests, authorizing payments, etc.);
• Control of the use of German Financial Cooperation funds (projection of disbursements, verification of account statements, review of reimbursement requests, authorization of payments, etc.);
• Support in the preparation of Program progress reports.
