Kosovo’s energy sector is currently undergoing a fundamental transformation to address structural weaknesses, reduce its dependence on lignite-based power generation, and align with European energy and climate objectives. In support of this reform agenda, a Policy-Based Loan (PBL) of EUR 160 million has been established, co-financed by the German Development Bank (KfW) and the French Development Agency (AFD). The reform programme is structured around five key intervention areas: market liberalization, energy efficiency, renewable energy deployment, decarbonization, and gender equality. Implementation is planned over two phases (2025–2026), with loan disbursements linked to the achievement of specific Policy Actions and milestones defined in the PBL Policy Matrix.
In response to these challenges, the Government of Kosovo (GoK) has committed to a comprehensive energy and climate reform agenda. This agenda is closely aligned with the European Union (EU) integration process, the EU acquis, and the Stabilization and Association Agreement (SAA) with the EU. It is guided by key national policy frameworks, including the Kosovo Energy Strategy 2022–2031, the Economic Reform Programme (ERP) 2024–2026, the National Energy and Climate Plan (NECP), and Kosovo’s Nationally Determined Contribution (NDC) under the Paris Agreement.
Requested Services:
- To ensure effective implementation and transparent monitoring, the Ministry of Finance, Labour and Transfers (MFLT), as the Project Executing Agency, intends to engage an Independent Monitoring and Verification Consultant (IMVC). The IMVC will be primarily responsible for independently verifying the fulfilment of Policy Actions and milestones, assessing risks and bottlenecks in the reform process, monitoring compliance with environmental and social (E&S) requirements, and providing strategic advice to MFLT and other key stakeholders. In addition, the IMVC is expected to play an active role in stakeholder engagement and policy dialogue by participating in the PBL’s Advisory Group. The assignment will require close coordination with MFLT, KfW, AFD, and key sectoral ministries.
