Consulting Services, Project Management and Capacity- Building (Municipal Development)

Project:

The aim of the project is to improve the socio-economic environment by improving municipal infrastructures, strengthening the capacities of the municipalities in the field of local governance and economic cycles, and improving the capacities of the local development fund (FDL).

 

Requested services:

• Assistance to the FDL in the implementation of the project components and in the overall management of the project, in particular
  • in all aspects of the technical planning, execution and implementation of the project components and in the overall management of the project
  • in providing the necessary expertise in technical engineering, post-investment management and digital monitoring tools
  • in the implementation of the Environmental and Social Management Framework 
• Project management services and assistance to the FDL's delegated project manager (particularly in the procurement process).
• Elaboration of tools and instruments (manuals, fact sheets, training modules) for capacity building of municipalities in the fields of project management and maintenance of municipal infrastructures.
• Technical training of local players (user groups, design offices, local construction companies, etc.).
• Capacity-building for the FDL, both at head office and in the regional branches (Diana, Boeny, Toliary), through the organization and management of training courses for FDL staff and managers in specialized centers.
