CANCELLATION OF TENDER

 

The tender was cancelled on 5th August 2025 by the Employer because the price of the responsive bid is substantially higher than the available budget.

 

Requested Services

  • Qualified Contractors or Joint Ventures are invited to submit a prequalification document for procurement of works for the construction of a Fecal Sludge Treatment Plant with a capacity of 500 m3/d. The treatment process chain mainly consists of nature-based treatment steps with low energy demand (Imhoff tanks, sludge drying beds, extended sludge storage, co-composting, two-stage constructed wetland). Additional works envisage almost complete self-sufficiency of the plant (solar panels, distribution network for process water from treated effluent and harvested rainwater).

1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared on the website of Germany Trade and Invest GmbH (GTAI) on 18/05/2023. This contract will be jointly financed by the Federal Republic of Germany through KfW. The prequalification and the bidding processes are for international competitive bidding (ICB), and will be governed by Rwanda national laws and regulations and the eligibility rules and procurement guidelines of KfW, as defined in the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners, Document version January 2019, 1. Update as of January 2021, as available on their website, https://www.kfw-entwicklungsbank.de/PDF/Download-Center/PDF-Dokumente-Richtlinien/FZ-Vergaberichtlinien-V-2021-EN.pdf. Properly executed Declarations of Undertaking shall be duly signed and submitted by all partners of the Applicant together with their Application.


2. The Republic of Rwanda, represented by the Minister of Finance and Economic Planning has received financing grant from KfW towards part of the cost of the Project. The National Project Executing Agency is the (WASAC) Water and Sanitation Corporation.


3. The WASAC Water and Sanitation Corporation (the “Employer”) intends to prequalify firms and joint ventures for bidding for the contract under this project.
The anticipated contract scope of works involves:

  • Construction of one Faecal Sludge Treatment Plant (FSTP) with a design capacity of 500 m³/d mainly based on nature-based and energy-efficient treatment processes
  • 1 year of operation & training of the Employer’s staff

4. This procurement application is for one works contract.


5. The duration of the Works is anticipated to be 2 years (in addition 1 year operation & training + 1 year DNP). The Works are anticipated to commence in the fourth quarter of 2023.

6. It is expected that the Invitation for Bids will be made in July 2023.


7. Bidding documents will be prepared in accordance with KfW Standard Bidding Documents for Works, with general conditions governed by “Plant and Design-Build Contract 2nd Ed (2017)” FIDIC Conditions of Contract (Yellow Book), as under the license agreement between KfW and FIDIC.

All interested Applicants must inform of their email address at the time of request for the prequalification documents, and to be used for the purpose of replies to clarifications. 9. Applications for prequalification shall be submitted in clearly marked envelope, containing the original and 3 copies, in English language, and delivered to the address below by 15/06/2023, 10:00 a.m. Rwandan local time.
