Project

Rwanda Environment Management Authority (REMA) is seeking to engage a qualified Consultant to perform consulting services to support the preparation of an urban climate risk assessment, urban climate action plans as well as Feasibility Studies and an Environmental and Social Management Framework for Urban Climate Resilience Projects of Coastal Towns of Lake Kivu.
Today, the landscapes of the Lake Kivu Basin face a multitude of threats arising from unsustainable land – and resource use practices and poor land and catchment management. Many of these threats, such as erosion, landslides and sedimentation are expected to increase dramatically under climate change conditions. Others, like ground and surface water contamination from households and industries and deterioration of protected areas are direct effects of human activities, rendering certain challenges particularly acute in urban areas where population growth rates are expected to skyrocket in the next 30 years.
The subject project shall investigate the main climate risks of the urban settlements of Rubavu and Karongi around Lake Kivu and propose actions to minimize these risks. The expected duration of the assignment is 24 months.


Following work packages are planned:

Work Package 0 – Project Management, engagement and outreach. 
Sub-objectives (SO):
SO.0.1 Inception Phase and Establishment of a solid project set up, including organisational and technical aspects as well as initial contents from the inception phase.
SO.0.2 Overall project management including the definition of a management framework, for effectively managing and monitoring the project activities throughout the entire duration of the assignment. 
SO.0.3 Develop a comprehensive plan for outreach, engagement, and capacity building that covers the entire adaptation planning process, from its initiation to successful implementation.

Work Package 1 – Climate risk analysis and identification of suitable adaptation measures 
Sub-objectives (SO):
SO.1.1 Identification visualization/mapping of climate risks, based on a hazard-, exposure-, and vulnerability analysis for each of the two project areas.
SO.1.2 Proposition of suitable infrastructure adaptation measures harmonised into a comprehensive Climate Action Plan per each project area. The plans will include quick wins as well as innovative and/or holistic measures, with potential climate mitigation co-benefits, that can be implemented in the framework of the German Financial Cooperation (FC). 
SO.1.3 Development of an Environmental and Social Risk Screening and ESMF-Scoping Report for the proposed measures; 
SO.1.4 Development of an Environmental and Social Management Framework, Stakeholder Engagement Framework and Land, Acquisition Compensation and Resettlement Framework in line with Rwandan national legislation and with the WB’s ESSs.

Work Package 2 (optional) – Feasibility Study for proposed climate adaptation infrastructure measures 
Sub-objective (SO): 
SO.2.1 Carrying out feasibility studies for selected climate adaptation infrastructure measures with potential climate mitigation co-benefits.
SO.2.2 Development of an Environmental and Social Safeguard Instruments (at minimum Draft preliminary/- versions respectively of such instruments) as per ESMF provisions, for the measures which are confirmed by the FS
SO.2.3 Pre-Detailed designs
Based on SO 1.3,1.4, SO 2.1 and 2.2 elaborate pre-detailed designs for the potential projects

The overall budget for investments is assumed to be in the range of 20 to 40 Mio. EUR, but could be extended up to EUR 80 Mio. EUR.
The services are to be delivered by a team of experts in support of the Rwanda Environment Management Authority, REMA, comprising long-term and short-term staff, and other professional and administrative support staff. Efficient management shall be made available.
