Rwanda Environment Management Authority (REMA) is seeking to engage a qualified Consultant to perform consulting services to support the preparation of an urban climate risk assessment, urban climate action plans as well as Feasibility Studies for Urban Climate Resilience Projects of Coastal Towns of Lake Kivu.

Today, the landscapes of the Lake Kivu Basin face a multitude of threats arising from unsustainable practices and poor land and catchment management. Many of these threats, such as erosion, landslides and sedimentation are expected to worsen under climate change. Others, like ground and surface water contamination from households and industries, encroachment on protected direct response to human activity, rendering certain challenges particularly acute in urban areas where population growth rates are expected to skyrocket in the next 30 years.

The subject project shall investigate the main climate risks of the urban centers around Lake Kivu and propose actions to minimize these risks. The expected duration of the assignment is 24 months.

Following Stages are planned:

Stage 1: Identification and visualization of hazard affected areas and their exposure

Stage 2: Development of impact chains and identify quick-wins pilot project

Stage 3: Identification and proposing of suitable climate infrastructure adaptation measures (Climate-change Action Plan)

Stage 4: Preparation of Feasibility Studies for the pre-selected infrastructure projects. The overall budget for investment is assumed to be in the range of 20 to 40 Mio. EUR, but could be extended up to EUR 80 Mio. EUR.

Stage 5: Monitoring and Evaluation

A Consultant (hereafter referred to “the Consultant”) will assist the PEA, the Rwanda Environment Management Authority, REMA, to develop the required documents.
