Project:
The Projects concerns support to Somali Micro, Small and Medium Enterprises (MSMEs) via the financial institution Gargaara. The purpose of the project is to create and sustain jobs through improved access to financial services. In addition, the project aims to contribute to formalization and modernization of the financial services sector through the provision of loans on the basis of transparent, objective and economic criteria. More formalized structures can contribute to less dependency on the traditional clan structures and thus enhance social cohesion.
Requested Services:
Enhance the operations and profitability of MSMEs that have either received or are currently receiving loans from the Gargaara Participating Financial Institutions (PFIs). The assignment will consist of the following four stages, each of which will be implemented on a framework contract basis, subject to sanction by the Client:
1. Assessment of BDS Needs: Following Client sanction, conduct an
assessment of the BDS needs for selected MSMEs that have already benefited from Gargaara-funded loans through the Participating Financial Institutions (PFIs). This assessment will be carried out separately in the following eight productive sectors, each under distinct framework contracts:
o Lot 1: Agricultural Processing
o Lot 2: Livestock Farming
o Lot 3: Fisheries
o Lot 4: Renewable Energy
o Lot 5: Health Care
o Lot 6: Education
o Lot 7: Manufacturing
o Lot 8: Hospitality and Travel
2. Designing of BDS Program(s): Based on the assessment conducted in Step 1, and following approval of Stage 1 reports and sanction of Stage 2 by the Client, design a detailed BDS program. This will include a methodology and implementation plan aimed at improving the bankability of MSMEs.
3. Implementation of BDS Program: Upon approval of the implementation plan in Stage 2 and Client sanction, implement the designed BDS program. Prepare a post-training mentorship program for women- and youth-led MSMEs to facilitate continued support and follow-up by the Client.
4. Monitoring and Evaluation (M&E): Carry out monitoring and evaluation activities as outlined in the M&E framework developed in Stage 2, subject to Client sanction and agreement.
