Consulting Services for Facility for Refugees in Turkey II

Brief description of the Contract:

Project measures:

Implementation of an accompanying measure to deliver a sustainable positive impetus for the vulnerable economy in the Turkish provinces being most affected by the influx of Syrian refugees.

Requested Consultant services:

The services will be structured in two lots corresponding to two funding sources (Lot 1: BMZ financed part and Lot 2: EU-financed part). Two separate contracts for the consultancy services shall be concluded with a duration of 60 months (Lot 1) and 48 months (Lot 2) respectively. The Services requested under this assignment are as follows:

Project Coordination and Management: The consultant shall provide expert services for the coordination and management of the set-up and implementation of the two projects.

•  “Guarantee Facility” Component: The consultant shall provide expert services for setting up and implementing the “Guarantee Facility” component of the project.
•  “Interest Rate Subsidy Mechanism” Component: The consultant shall provide expert services for setting up and implementing the “Incentive Mechanism Facility” component of the project.
• SME Support Facility: The consultant shall provide expert services for setting up and implementing the SME component of the project.
• Communication and Visibility: The consultant shall provide expert services in order to improve the communication and visibility of both projects.
• Monitoring, Reporting and Quality Assurance: The consultant shall provide expert services in order to guarantee thorough monitoring, reporting and quality assurance processes according to KfW rules and regulations.
• Procurement: The consultant shall provide expert services in order to guarantee the successful preparation and implementation of procurements according to KfW rules and regulations.
• Financial Management: The consultant shall provide expert services for the financial management of the special designated accounts (SDAs) to be set up for the project according to KfW rules and regulations.
