Consulting Services, Rural Development and Food Security

Brief description of the Contract:

Agriculture is the most important source of income in Northern Uganda. However, the sector is characterised by relatively low productivities, a focus on low-value products and a generally high degree of subsistence farming. The German and the Ugandan governments agreed on supporting enhanced rural development and food security in Northern Uganda. The project shall be delivered under the framework of German Financial Cooperation (FC), implemented by KfW. In the frame of the Ugandan-German government negotiations, the German Federal Ministry for Economic Cooperation and Development (BMZ) committed for this project up to EUR 28 million and part of it will be used for providing the services of an Implementation Support Consultant (ISC).

Requested services:

• The ISC shall assist the project partners in the overall management of the project. The main tasks will focus on provision of technical expertise and quality assurance, support to procurement management (including the elaboration of tender documents), support to financial and contract management, monitoring and impact evaluation, and assistance to reporting. Consultants should have a track record in managing large-scale development cooperation projects with focus on rural development including infrastructure measures.
