Consulting, Feasibility Study (Modernization of Clinics)

Project Scope:

• The “Modernization of Pediatric Clinics and Blood Banks” project aims to improve the quality and accessibility of pediatric healthcare services and blood transfusion safety across Uzbekistan. The objective is to modernize selected pediatric clinics and regional blood banks by providing new medical and laboratory equipment, rehabilitation and renovation of infrastructure, and capacity development of staff through training and institutional strengthening measures.
  To this end, the project foresees the procurement and installation of medical equipment, supply of laboratory consumables, civil works for renovation, and extensive training of medical and technical staff. It also includes digitalization measures and improvements to health information systems related to pediatric and blood bank services.

Requested Services:

• Interview key stakeholders in the field of paediatric clinics and blood banks to 
  - identify previous analyses incl. the results and “lessons learnt” of the implemented project (Reproductive Health and Maternal-Child Health (RMCH)” and other related donor financed projects
  -  identify evidence on key trigger points associated with maternal mortality 
  - describe these key drivers, and based on their analyses, identify needs and opportunities for investments 

• Lead an in-depth institutional analysis of relevant involved stakeholders such as MOH, provincial and sub-national authorities 

• In accordance with the defined Project objectives and the institutional analysis undertaken, identify, propose and prioritize potential investments (options: input financing, results / performance-based, mixed) & accompanying measures for the Project. 

• Perform an economic and financial assessment of the proposed Project measures

• Prepare an implementation roadmap for the Project

• Conduct an appropriate Environmental and Social Due Diligence

• Prepare a full-fledged feasibility study for the Project in accordance with KfW standards, international and FC best practice.
