Top Investments of the Year 2025 in Berlin

Science, space and AI – how Berlin is strengthening its position as Europe’s innovation capital.

Berlin continued to show strong momentum in 2025. Digital innovation, cutting-edge technological research and world-class science are fueling an innovation ecosystem whose impact reaches far beyond the German capital.

A key factor is Berlin’s reputation as one of Europe’s most compelling science locations. With its high concentration of research institutions, open and interdisciplinary environment, and internationally recognized academic excellence, the city offers ideal conditions for innovation.  It is little surprise, then, that Berlin has also become one of Europe’s most dynamic hubs for space technology in recent years.  A rapidly expanding network of small and medium-size enterprises and startups has helped accelerate this development. In September 2025, for example, Planet Labs announced plans to build a Berlin-based factory for the mass production of its high-resolution Pelican satellites.  At the same time, the opening of the #ai_berlin hub at the CIC Innovation Campus is further strengthening Berlin’s capabilities in artificial intelligence and reinforcing the capital’s position as one of Europe’s leading AI locations.

Another area that gained momentum over the past year is defense technology.  Berlin’s business development agency, Berlin Partner, has been commissioned by the Senate to develop a DefTech ecosystem that connects research, industry and government to advance security-related innovation while also supporting company relocations and new startups in this field. Berlin offers outstanding conditions for this initiative. Federal decision-making institutions such as the German Federal Ministry of Defense and the Bundeswehr Cyber Innovation Hub are located here, alongside close proximity to policymakers, excellent research institutions, innovative companies and a rapidly growing startup ecosystem.  Dual-use innovations in areas such as AI, cybersecurity, robotics and photonics are expected not only to strengthen resilience but also to create high-quality jobs and open new growth opportunities for the city.

Overall, despite the national and international challenges that also shaped 2025, Berlin’s economy continues to develop on a solid footing.  Investment in the city remains strong, and the outlook is positive. Particularly in uncertain times, innovation-driven industries in the Berlin capital region continue to demonstrate remarkable dynamism and resilience.

Berlin strengthens its role as a leading AI hub in Europe

AI is one of the key technologies shaping the future competitiveness of Berlin’s economy. With the launch of the #ai_berlin_hub last year, the city has further strengthened its position as a leading AI location in Germany and across Europe.  The hub serves as a central platform for advancing the development and real-world application of AI. The #ai_berlin_hub acts as a guide, platform and showcase for Berlin’s rapidly growing AI ecosystem. It connects companies, researchers and institutions through joint initiatives while linking AI expertise to key application fields such as health care, manufacturing and mobility.  The goal is to build a future-ready structure that strengthens Berlin’s AI landscape over the long term and positions it globally. The initiative is led by Berlin Partner for Business and Technology, with support from the Senate Department for Economic Affairs, Energy and Public Enterprises.    

Berlin is already Germany’s leading AI hub.  More than 30 percent of the country’s 687 AI startups are based in the capital. In addition, more than 550 companies in Berlin offer digital services built on their own AI technologies, about 61% of them startups.  Together, these companies generate revenues of €2.4 billion and employ more than 13,000 people.

Berlin in space – building a hub for New Space

Space technology continued to gain momentum in 2025,  with companies such as Planet Labs and Neurospace highlighting Berlin’s growing role in the global New Space sector. Planet Labs Germany, the Berlin-based subsidiary of the U.S. Earth observation company Planet, is expanding its presence in the capital. The company is building a production facility in Berlin for the next generation of high-resolution Pelican satellites,  backed by an investment of around €45 million.  The project marks a major step in Berlin’s evolution from a center for satellite data processing to a fully fledged satellite manufacturing location. At the same time, a €240 million contract with the German federal government and an agreement with NATO are reinforcing Planet Labs’ role as a strategic provider of European Earth observation capabilities.

Berlin startup Neurospace has also reached an important milestone.  For the first time, a Berlin-based startup is participating in the Artemis space program.  Its 12U CubeSat TACHELES was delivered to NASA in 2025 and will fly on the Artemis II mission to test the resilience of rover electronics under real space conditions. An innovative propulsion maneuver is designed to extend the CubeSat’s operational lifetime from just a few days to several years, enabling more extensive radiation and stress testing in space. The collaboration is based on a German-American space agreement signed in 2024.

Brain City Berlin – a city of bright minds

Berlin’s scientific strength is more visible than ever.  Through the Brain City Berlin campaign, the capital presents itself as one of Europe’s leading science hubs, home to more than 40 universities and a wide range of non-university research institutions.

The campaign, led by Berlin Partner together with Berlin’s network of research organizations, showcases the city’s scientific achievements, international collaborations and talent to audiences around the world.

Knowledge transfer, new partnerships between academia and industry, and interdisciplinary projects in future-oriented fields such as AI, climate research, quantum computing and medicine continue to strengthen Berlin’s innovation capacity.  Many initiatives emerge at the intersection of research and practical application. Berlin Partner supports this exchange through innovation networks, technology funding programs and services for international talent and research institutions.

Four of Berlin’s leading research institutions have also joined forces to address complex global challenges across institutional and disciplinary boundaries. Freie Universität Berlin, Humboldt-Universität zu Berlin, Technische Universität Berlin and Charité – Universitätsmedizin Berlin together form the Berlin University Alliance. Research within this excellence consortium has become a key factor in Berlin’s rise as one of Europe’s leading knowledge and innovation hubs.  The alliance attracts renowned researchers from around the world while nurturing the next generation of academic talent. More than 100,000 students study at these institutions.

Science festivals, open laboratories and citizen science initiatives bring research closer to everyday life in the city and encourage broader public engagement with science.  The Brain City initiative brings these activities together and plays a central role in strengthening Berlin’s international reputation as a global science capital.

Conclusion – shaping the future with a strong innovation ecosystem

Berlin combines digital innovation, AI development, space technology and scientific excellence to create a distinctive innovation profile.  This momentum is driven not only by the city’s creative and scientific strength, but also by its strong business development infrastructure. Berlin Partner, the city’s economic development agency, supports companies, startups, researchers and investors with comprehensive business services, international networking, innovation programs and targeted location marketing.

As a result, Berlin is not only a place where the future is imagined. It is a place where new ideas are translated into real-world innovation through strategic support, strong partnerships and sustained investment.

In 2025, Berlin also strengthened its global presence through international delegations and major industry events. These included participation in the tech festival South by Southwest (SXSW) in Austin, a delegation trip to Japan including Berlin Week at Expo Osaka, the International Aerospace Innovation Forum in Montréal, as well as leading trade fairs such as MWC Barcelona, VivaTech Paris, the ILA Berlin Air Show, and the BIO International Convention in San Diego. Together, these activities highlight Berlin’s global connectivity and reinforce its role as an internationally visible hub for innovation.
