Consulting, Project Implementation Support (Lezha and Saranda)

Programme Measures: 

• The activities to be financed comprise the extension and upgrade of two wastewater treatment plants and sewerage networks in Lezha and Saranda

   

Requested Services:

The PCU will engage an independent and internationally experienced Implementation Consultant (IC) to support the Project-Executing Agency during the implementation of the afore-mentioned measures. The IC shall support the Employer/the PEA in its role as FIDIC Engineer under the FIDIC Yellow Book and shall support the Project-Executing Agency in the preparation and implementation of the WPIP II:

• Preparation of preliminary designs for WWTPs, conceptual and detailed designs for networks
  and pumping stations, cost estimates and priority list for project components to be
  implemented with the available funding, as well as a procurement plan
• Preparation of tender documents, accompanying the tender processes and preparing the
  award of contracts for all construction works and supply of goods and services
• Supervision of construction works in line with international Environmental and Social
  Safeguard requirements and inspection of supplies, equipment and materials
• Assistance during defects notification period and closure of project
• Stakeholder coordination
• Assistance with issuing withdrawal applications according to KfW’s standards and financial
  management of the project
