Consultancy, LiDAR survey of Greater Pamba River Basin, Digital Elevation Model, Flood Modelling and Flood Management Plan

Requested Services: (Accompanying Measures)

• The KfW supports the State of Kerala through the Accompanying Measure ("AM") Grant. In line with the focal area of German Development Cooperation "Sustainable Urban Development", the AM primarily provides TA support for selected measures in the areas of urban development/planning, water supply/sanitation and disaster risk financing.

  The AM shall primarily provide TA support for selected measures in the areas of urban development/planning, water supply/sanitation and disaster risk financing. Part of AM Grant was used for financing “Consultancy services for risk-informed and effective urban planning and policy formulation – Technical Assistance for capacity development”, which was successfully completed in May 2025. Effective flood risk management requires precise terrain data and accurate flood modeling for the river basin. Existing open-source terrain data lack the necessary granularity for reliable flood prediction and mitigation. The services solicited under the present Consultancy Services are LiDAR survey of Greater Pamba River Basin, development of Digital Elevation Model (DEM), Flood Modelling and Flood Management Plan for improved flood modeling, and a comprehensive flood management plan to enhance basin resilience.
