Consulting Services for Pre-Feasibility Studies and Feasibility Studies for Rehabilitation of Hydropower Plants

Requested Services:

• Preliminary assessment of the 25 HPPs in Phase I on a pre-feasibility study level. More detailed investigations shall be done for the up to ten most suitable HPPs with respect to technical, economic, financial, and socio-environmental feasibility in Phase II on a feasibility study level. The selection of the ten most suitable HPPs shall be performed based on a criteria catalogue that the Consultant shall develop and discuss and agree upon with PLN and the financier.

  The overall goal shall be outlining the rehabilitation measures required for an additional thirty years of HPP operation. The feasibility studies shall conclude on, among others, the detailed scope and arrangements of rehabilitation measures, timeline and CAPEX, as well as the OPEX and generation figures of the HPPs upon completion. The Consultant shall furthermore describe possible alternative layouts and design adjustments that may trigger a smoother long-term and sustainable HPP operation, and that may lead to an uprating and increase of capacity for each of the 25 HPPs. 

  The scope of services shall include investigations on the hydrological situation, challenging geological conditions that may have been faced in the operation of the 25 HPPs, all civil structures, hydro-steel structures (HSS), electro-mechanical and auxiliary equipment, and social and environmental impacts of the HPPs. For the latter and the further operation of the HPPs, the Consultant shall perform a safety, environmental & social screening based on discussions with hydropower operators and affected people.
