Consulting Services for Strengthening the TVET Infrastructure

Requested Services:

 • assessment of status-quo and revision of project concept concerning construction and rehabilitation needs incl. close follow up of Hub-hosting (1 solar Hub in Punjab, 1 solar hub and 1 MHP Hub in KP) upgrading measures, planning of new facilities, lists of necessary training equipment, machines and teaching material, workshops, classrooms, laboratories and supporting facilities, training needs etc. 

• revision of available budget and cost calculations for construction and equipment • development of an Environmental and Social Due Diligence (one for each hub) following IFC standards from which Environmental and Social Management Plans can be derived 

• support the PEA in procurement of an architectural firm to prepare the design (including bill of quantities and the works tender documents) and conduct the site supervision in accordance with KfW guidelines 

• quality assurance of the tender for work (national competitive bidding) prepared by the architectural firm 

• advisory to the PEA for the site supervision (verification of invoices approved by the site supervision, monitoring of construction progress, etc.) 

• development of specifications for needed equipment, machines, and teaching aids/material, as a planning reference for the construction or renovation of training buildings

• development and preparation of tender documents for training equipment, machines, teaching material, initial (supplier’s) start-up teacher training for international/national competitive bidding in accordance with KfW guidelines 

• assistance to PEA in the tendering, evaluation, and contracting/contract management for supplies, support of the PEA management in provisional and final acceptance of equipment and teaching aids, initial supplier's training of the teachers/trainers/users for operation, repairs and maintenance according to the hub’s strategic orientation and the industry demand 

• supporting the Hubs in the development of business plans for the sustainable operation and permanent technical refurbishment of the facilities 

• training needs assessment (TNA) of teaching staff 

• development of a concept for the sustainable operation of the hubs, taking into account training needs, curriculum adaptation, close cooperation with the RE sector and other important aspects.
