Project measures:

On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), KfW Development Bank will support the Rwanda Information Society Authority (RISA), the GoR agency with the mandate to plan and coordinate the implementation of the national ICT for Development Agenda, to establish and operationalize an ICT Facility. The Facility, with funding made available through the German “Digital Africa” Initiative, will focus on public sector projects that promote wide access to efficient digital public services. The Facility will complement existing financial cooperation projects in digitalization and good governance promotion. The Facility size is some EUR 22.5 million and will be implemented by the Rwanda Information Society Authority (RISA) for three to five years. RISA has established a Project Management Office (PMO) to oversee day-to-day operations and support other GoR agencies to deliver strong results. The PMO will consist of RISA staff and shall be supported by an external Implementation Consultant (IC) team.

Requested Consultant services:

An Implementation Consultant (IC) shall be found by international bidding to closely accompany RISA in the implementation of the facility and support it in the performance of its tasks over a duration of up to 54 months. The Terms of Reference for the IC have been developed in consultation with RISA and will be shared in detail in the subsequent tender phase. The IC will support RISA in the preparation of project outlines and the performance of project appraisals, and will review the implementation of measures, the progress of the project, and the proper use of funds. In addition to the permanent project management staff, the implementation consultant can also draw on a pool of technical experts to conduct additional feasibility studies for individual projects or training measures at RISA and the various state executing institutions.
