Consulting, Upgrading and Rolling-out of a Digital Situation Room Countrywide

Requested Services: 

Provision of consultancy services for Upgrading and Rolling-out of a Digital Situation Room Countrywide. The scope of work comprises three key components:

• The consultant will enhance the system’s functionality and technical architecture by improving metadata structures, indicator frameworks, validation rules, approval workflows, dashboards, and reporting tools, while standardizing KPIs and data dictionaries.
• The consultant will ensure interoperability by integrating the DSR with other government systems through the Government Enterprise Service Bus (GESB), conducting data migration and cleansing, and deploying the upgraded system within the National Data Centre.
• The consultant will strengthen institutional capacity through testing, user training, change management, comprehensive documentation, and knowledge transfer. The modernization will adhere to open standards to ensure government ownership and avoid vendor lock-in, while incorporating strong cybersecurity and data protection
  measures aligned with national regulations and international best practices. Implemented through a phased approach, the upgraded DSR will serve local and national government institutions, providing a secure, scalable, and sustainable platform for evidence-based governance, planning, and performance management across Rwanda.
