During government negotiations between Germany and Ukraine, funds amounting to 24,5 Mio. EUR have been committed to support IDPs with regards to housing and fostering sustainable long-term housing solutions for IDPs in Ukraine.The Program “IDP Housing” includes two components: the provision of affordable housing via municipalities and local governments (component I) and the provision of subsidized housing loans (component II). The goal of the project is to provide long term housing solutions and thereby facilitate the integration of IDPs in Ukraine. The Consulting Services tendered are focusing exclusively on support measures for the implementation of component II (loan component) and are financed by an Accompanying Measure of up to 1 Mio. EUR. Component II will increase access of IDPs with stable income to bank financing in order to purchase their own property. The project funds will be used to finance IDP-housing loans, which selected partner financial institutions (PFIs) hand out to the target group, according to predefined project criteria.
Brief description of the Contract:
The requested consultancy services will include the following main tasks: (i) inception phase (i.a. analysis of PFI’s existing housing loans systems; design of PFI support packages for housing finance; capacity building; design of housing loan products and marketing strategy; monitoring); (ii) implementation phase (i.a. implementation of support packages for housing loans and IDP housing loans; marketing strategy, implementation of capacity building measures, eligibility checks and monitoring of loan compliances, reporting).
