Project Measures:
KfW intends to support Uzsuvtaminot in improving energy efficiency in its provision of water supply and sanitation. The objective of the foreseen support is to improve the financial situation of Uzsuvtaminot while at the same time creating a mitigating impact on climate change. This is to contribute to the overall development objective of a long-term sustainable operation of Uzsuvtaminot’s infrastructure.
Requested Services:
In order to advance the project planning and to make informed choices, Uzsuvtaminot as the Project-Executing Agency (PEA) in this tender process is seeking to engage a qualified consultant to perform consulting services to prepare a Feasibility Study complying with Uzbek and KfW requirements for the above-described measures. The intended consulting services can be summarized as follows:
Review and verification of the existing pre-Feasibility Study
Analysis of other donors’ activities and interventions to prevent overlapping activities (the subsequently described services shall not focus on already financed plants)
Based on the consultant’s experience and in discussion with the respective utility in both regions prioritize “large energy consumers” in the wastewater systems and water supply and waster and target areas for NRW reduction for further investigations
Technical assessment of a number of the existing prioritized “large consumers” (complete plants with different equipment and if required the downstream/upstream pipes and networks)
Carry out energy audits for selected large energy consumers including qualified energy and hydraulic flow/pressure audits/measurements incl. downstream NRW value assessment and develop baselines for NRW (if applicable), energy consumption and greenhouse gas (GHG) emissions
Prepare improvement concepts for each of the “large consumers” and if applicable, supply areas. Also include options for combination of different renewable energy sources, if favourable (e.g. wind, photovoltaic panels or hydropower)
Parallel to the above-described energy efficiency measures, determine NRW values in the water supply project areas through institutional analysis and measurement campaigns (e.g. DMA zoning, night flow measurement, potentially informed by airborne/satellite-based investigations using radar or other technologies) in order to determine the energy efficiency loss due to physical water loss and revenue loss due to institutional shortcomings
Results of the NRW assessments shall be integrated to the project approaches described above (as stand-alone projects or integrated with the large energy consumer concepts)
Perform other tasks required for an Uzbek and bankable Feasibility Study as defined in the ToR and the preliminary content of the Feasibility Study below.
Prepare the Feasibility Study with the following content (estimated budget 850,000 EUR):
Description of the results of the above-described tasks
Prepare conceptual designs with alternatives
Determine ecological and social impacts and on working safety
Prepare a climate impact analysis and assess potentials for including biodiversity aspects in the project concept
Institutional assessment with special emphasis on operation and financial performance and proposal for institutional support.
Financial and economical assessment with determination of investment cost and operating cost of the alternatives
Develop a prioritization matrix of different options for energy reduction measures.
Prepare a cost-benefit analysis of the alternatives.
Prepare a list which ranks the proposed projects as a decision instrument for the loan agreement. The shortlist shall include investments of 120 million EUR
Prepare preliminary designs for the shortlisted projects of up to 100 million EUR
Propose a tendering and implementation concept (phasing, lots, flexible positions, possible optional items, application of life-cycle cost etc. for reducing risks during tendering)
Prepare a “feasibility-level” Environmental and Social Impact Assessment Study (including working safety) including ESCP/ESCOP/ESMP for the shortlisted projects according to Uzbek and KfW requirements.
Develop a risk assessment and propose possible mitigation measures for the shortlisted projects
Propose a qualified results-matrix including the results of the energy and GHG-audits as basic instrument for project monitoring when implementing the measures
Perform other analyses and outputs as required for an appraisal by KfW (e.g. PEA analysis, target group analysis, gender analysis, peace and conflict assessment)
Prepare other supportive documents to finalize the loan agreement (e.g. time schedule, procurement plan, cost and financing plan and other supportive financial documents, etc.)
