Brief description of the Contract:

For Phase II of the “Support to Social Health Protection” Initiative (the “Project”), KfW aims to complement the existing inpatient care (IPD) scheme supported under Phase I with an Outpatient Department (OPD) scheme for the same target group in the districts of Khyber Pakhtunkhwa (KP) and Gilgit Baltistan (GB). The German Financial Cooperation through KfW has availed a grant of EUR 12 million to the Islamic Republic of Pakistan of which EUR 9.4 million will be allocated to the Project’s sub-component in KP and the EUR 2.6 million to GB. Amongst others, the Project will finance insurance premiums or equivalent for the provision of OPD services for the target population in both districts.

Requested Consultant Services:

  • The Implementation Consultant (the “Consultant”) shall prepare a detailed feasibility and conceptualization for an OPD health coverage scheme and support the PEAs in compiling relevant data and information, taking into account the actual needs of the target group  and existing socio-economic access barriers, burden of disease, financial sustainability, health economic cost-effectiveness aspects and availability of services. The Consultant shall further prepare and implement the tender for selection of an insurance provider or implementation organization in accordance with the KfW’s Procurement Guidelines and support the process of selecting and contracting facilities for implementation of the OPD scheme. The Consultant shall set up powerful tools for cost-effective application of funds. The Consultant shall design and support implementation of awareness raising campaigns as well as technical capacity support to facilities / provider networks in rural settings and frequently monitor project implementation along the desired development results and indicators. Finally, the Consultant shall perform the standard tasks of an Implementation Consultant covering project management including financial management and monitoring, supporting the PEAs in reporting to KfW, quality assurance and closing of the Project.
