Project

The Employer HPSEBL plans to implement the construction of four hydro-electric power plants (HEP). All four small HEPs, namely Devi Kothi HEP (16 MW), Hail HEP (18 MW), Sai Kothi I HEP (15 MW) and Sai Kothi II HEP (18 MW) are designed as run-of-river schemes in the Chamba District in Himachal Pradesh.

In general, except for Sai Kothi II HEP which takes water directly from tailrace of Sai Kothi I HEP and hence has no weir structure, the salient features of the small HEPs are as follows:

  • A concrete weir, either drop or gated type
  • Waterway structures with desilting basin, headrace tunnel, surge shaft or surface forebay, pressure shaft or penstock, and tailrace
  • Surface power houses are foreseen for all four HEPs, generally equipped with Francis turbines (except for HEP Hail, for which Pelton turbines are foreseen) and synchronous generators including 50 Hz 6.6/33 kV transformers and transmission line to the 132 kV HPSEB substation in Nakrore, Chamba District.  

Additional environmental and social investigations were performed to obtain a better understanding on environmental and social impacts of the HEP projects. In particular, an aquatic baseline and impact assessment was conducted for the distinct diversion river stretches to better understand the fish species composition and their habitat needs in order to provide information for the fish pass design as well as the necessary environmental flow to accommodate the fish passage in the dewatered reach. Furthermore, a land acquisition and resettlement action plan (LARAP) has been conducted to detect all project affected persons and lands/ structures and assign compensations to them according to World Bank Standards

Brief Description of the Contract:

The Assignment of the PIC shall be carried out in two separate stages as summarized below. To this end, the following services are required from the Consultant:

Stage I: Pre-Construction Services:    

The first stage shall include

  • the review of the DPR design,
  • the development of an investigation program for a detailed design level
  • and furthermore, supporting the HPSEBL PIU in
  • the detailed design and engineering work as well as
  • the preparation of the respective tender documents including specifications and specification drawings for both, civil and electro-mechanical lots. Subsequent assistance during the tender phase and tender evaluation process with contract award is to be safeguarded by the PIC
  • since the current ESMP is a high-level document, significant update of the Environmental and Social Management Plan (ESMP) is needed, and developing a monitoring plan and mitigation measures for impacts on aquatic environment
  • developing an Occupational Health and Safety Plan (OHSP)

Stage II: Services During Construction and Commissioning:

The second stage covers the supervision of the construction design and assistance during construction, erection and commissioning of the HEPs, up to TOC (Taking Over Certificate) and COD (Commercial Operation Date) and thereafter during Operation after COD up to FAC (Final Acceptance Certificate). The PIC shall assist HPSEBL in report preparation and monitoring of construction activities as well as implementation and monitoring of the ESMP and the OHSP.

The services shall also include expert assistance to HPSEBL for fulfilling their reporting duties (e.g. on project progress, etc.) to KfW.

The consultancy services shall be carried out in close consultation with HPSEBL and KfW in all aspects of the assignment
