  1. The African Union Commission has received financing from the World Bank toward the cost of the Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Wireless Infrastructure Solution for the African Union Commission Headquarters.

 

  1. The African Union Commission now invites sealed Proposals from eligible Proposers for Supply and Installation of Wireless Infrastructure Solution for the African Union Commission Headquarters. The scope of work includes Design, Supply, Installation, Configuration, Commission of Wireless Infrastructure Solution for the African Union for a period of 9 Months

 

  1. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF borrowers, September 2023, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, Fifth Edition, September 2023’’, and is open to all eligible Proposers as defined in the Procurement Regulations.

 

  1. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70%.

 

  1. Interested eligible Proposers may obtain further information from African Union Commission (AUC) offices and inspect the request for proposals document during office hours from 0900Hrs to 1700 Hrs. East African Time at the address given below.

 

  1. The request for proposals document in English Language may be obtained from the African Union Commission website at the following link https://au.int/en/bids  free of charge.

 

  1. Proposals must be delivered to the address below on or before 31 August 2026 at 12:30Hrs (East African Time). Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 31 August 2026 at 12:30Hrs (East African Time) at the African Union Commission Offices. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

 

  1. All Proposals must be accompanied by a Proposal Security of USD 20,000.00

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
