Background:
The government of the Republic of the Gambia, under the World Bank (WB) Infrastructure Project has received an IDA Grant in an indicative amount equivalent to US$52.56 million available through The Gambia’s national IDA. The bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of Consultancy Services for the Development of Resettlement Action Plan (RAP) for NRA (150km) Rural and Urban Roads Construction under the Gambia Infrastructure Project.

The Central Project Coordination Unit – Ministry of Finance and Economic Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.:
Key Experts and Required Qualifications
The consulting firm must demonstrate:
- Proven Experience: At least 10 years of experience in preparing RAPs for large-scale linear infrastructure projects (roads, railways, transmission lines) in Africa, with a minimum of 3 successfully completed in The Gambia and World Bank-approved RAPs.
- Local Expertise: Demonstrated experience working in The Gambia, with in-depth knowledge of customary land tenure systems, local governance structures (Alkalo, Seyfo), and national laws (LACA 1991) and the Land policy 2026-2035
Evidence of Attestations/References of successfully performing similar assignments in The Gambia must be provided.

Experience
Demonstrated experience in conducting gender-responsive social assessments, including engagement with vulnerable and traditionally marginalized groups, and at least 5 years of experience in GBV/SEA/SH prevention and response, applying survivor-centered approaches and referral Mechanism. Excellent written and verbal communication skills in English, with fluency in at least two local languages (e.g., Mandinka, Fula, Wolof, or other widely spoken local languages in The Gambia) to effectively facilitate stakeholder engagement and community consultations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023 revised February 2025 seventh edition September 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the Procurement Regulations.
