Business Opportunity

The Volta River Authority (VRA) has issued an invitation to tender (Contract No. GR/VRA/WK/0025/2026) for the development of a Solar Photovoltaic (PV) Plant with an integrated Battery Energy Storage System (BESS) at Pwalugu, Upper East Region, Ghana.

The project is structured into three lots:

  • LOT 1: 50MWp Solar PV with 15MW/25MWh BESS (Mandatory).
  • LOT 2: 50MWp Solar PV with 15MW/25MWh BESS.
  • LOT 3: Expansion by 35MWp Solar PV with 10MW/15MWh BESS.

The contract follows an EPC+F arrangement, requiring the partner to provide financing, design, engineering, procurement, construction, and long-term operations and maintenance (O&M). This opportunity allows a German partner to enter the Ghanaian renewable energy market alongside an established local engineering firm with deep mechanical, electrical, and civil expertise.

 

Products or services needed

BECL seeks a German partner to provide:

  • EPC Expertise: Lead engineering and technical design for utility-scale Solar PV and BESS systems.
  • Financing (F): Capability to facilitate or provide the financing portion of the EPC+F package.
  • Technology & Procurement: Supply of advanced German solar technology, inverters, and battery storage solutions.
  • Technical Supervision: High-level project management and commissioning support to meet VRA’s international standards
This business opportunity has been identified by the Sector Expert of the Africa Business Network, who is based at the German Chamber of Industry and Commerce or Delegation of German Industry and Commerce in the target market.
