SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Analysis on Non-Communicable Diseases in Lao PDR Assignment Countries: Lao People's Democratic Republic ASSIGNMENT DESCRIPTION Non-Communicable Diseases (NCDs) represent a significant and growing health burden in Lao PDR. An initial assessment by the World Bank showed that the primary bottleneck is not simply a lack of resources, but a complex mix of supply gaps, weak clinical capacity, and systemic failuresthat prevent the effective delivery of NCD services, particularly for chronic conditions like diabetes and hypertension. The primary objective of this assignment is to conduct qualitative and quantitative data collection to capture the reality of NCD prevention and management in Lao PDR. The contracted institute/firm/non-government organization will focus on providing the raw evidence base (collection of data) for Policy and Institutions and Service Delivery. ELIGIBILITY The consulting firm must have a proven track record of successfully implementing assignments in Lao PDR in the relevant sector and must not face any legal, regulatory, or administrative restrictions that would limit its ability to conduct field activities, engage with government counterparts, or deploy personnel in Lao PDR. Timeline This assignment must be completed within three and half months from the date of contract signing. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (technical and managerial capabilities; core business and years in business, including their work in Lao PDR; qualifications of key staff)  . Please note that the total size of the document should be less than 5MB and not more than 7 pages. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
