Caspian Holdings is a privately-owned Liberian firm, established in March 2009, with a mission to accelerate the development of Liberia's economy and infrastructure through successful mega-pro-jects. The company specializes in construction, waste management, solar technology, and industrial imports. Caspian possesses a well-networked local presence, invaluable market insight, and has recruited a team of civil engineers and project managers to build its construction capacity. The Head of Infrastructure has over 25 years of experience in the Liberian road development sector. The company is seeking a world-class international partner for this major project

Products or services needed

1. Construction & Engineering Expertise:

  • Airport Infrastructure Design and Construction: Pavement/rehabilitation of runways and ramps (per ICAO standards), including concrete rehabilitation of the tarmac at James Spriggs Payne Airport (JSPA) and new pavement at four domestic airports.
  • Terminal Construction/Rehabilitation: Construction of a new terminal at Harper Airport and rehabilitation of existing terminals at Greenville, Zwedru, and Voinjama. Modification of the JSPA terminal to meet regional travel and security requirements.
  • Perimeter Security Fencing: Completion of perimeter fencing at JSPA and installation of chain-link fencing with concrete pillars at the other four airports.

2. Specialist Equipment & Technology:

  • Procurement and installation of Air Traffic Control Tower equipment.
  • Procurement and repair of Fire & Safety equipment, including firefighting and rescue apparatus.
  • Procurement of aviation security and operational equipment, such as baggage scanners and CCTV systems.

3. Financial & Operational Capacity:

  • Capacity to secure and mobilize upfront capital investment for the project and manage the full scope under a PPP/BOT structure.
  • Proven experience in airport management and operations, including the mandatory launch of domestic and regional airline services.

 

This business opportunity has been identified by the Sector Expert of the Africa Business Network, who is based at the German Chamber of Industry and Commerce or Delegation of German Industry and Commerce in the target market.
