The World Bank’s Global Flaring and Methane Reduction Partnership (GFMR) is seeking qualified consulting firms to support a technical pre-feasibility study with Petróleos Mexicanos (PEMEX) focused on reducing flaring and methane emissions across selected upstream oil and gas operations in Mexico. The assignment will support PEMEX in identifying practical, cost effective opportunities to reduce greenhouse gas emissions while improving operational efficiency and increasing the recovery and productive use of natural gas resources. The study will assess selected upstream production and gas handling assets to better understand the sources and drivers of flaring and venting emissions, quantify baseline emissions, and identify technically viable mitigation measures. The scope of work includes the evaluation of routine and non-routine flaring, methane venting, and associated operational practices. The selected consultant will quantify emissions, analyze their technical and operational causes, identify and prioritize emissions reduction opportunities, assess implementation costs and benefits, and develop an implementation roadmap. Particular emphasis will be placed on identifying practical, scalable, and replicable solutions that can support emissions reductions across a broader portfolio of PEMEX upstream assets. The assignment is expected to include site visits to selected upstream facilities and engagement with operational personnel to validate findings and assess implementation feasibility. Given the need for close coordination and on-the-ground activities, firms should have an established presence in Mexico and demonstrated experience delivering upstream oil and gas, methane management, flaring reduction, and emissions abatement projects in the region.
