The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Mozambique Safer Roads for Socio-Economic Integration (SRSEI) and intends to apply part of the resources to consulting services.
The consulting services ("the Services") involve ensuring that all project lifecycle phases strictly comply with international and national road safety standards. The selected Road Safety Specialist shall lead, manage, and oversee the relevant institutional and engineering tasks.The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The Road Safety works in close coordination with the PMU Road Safety Specialist and reports to the SRSEI Program Implementation Unit (PIU) through the PIU Coordinator, who reports directly to the Portfolio Coordination Unit (PCU) Coordinator.

The Ministry of Transport and Logistics (MTL) now invites qualified individuals ("Consultants") to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work; (ii) a cover letter, no more than two pages long, specifically addressing how the applicant fulfills each of the mandatory selection criteria listed below. It is mandatory to specify the reference number and the job title, for the EOI to be considered.The criteria for selecting the Consultant are found in section 5 of the Terms of reference.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
