  1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Strengthening Hydromet and Climate Services under the Component-II of Integrated Flood Resilience and Adaptation Project (IFRAP) and intends to apply part of the proceeds toward payments under the contract for subject consulting services.

Civil Engineer

  • Bachelor's Degree in Civil Engineering from an HEC-recognized university. A Master's degree in Civil Engineering, Construction Management, Structural Engineering, or a related field will be an advantage.
  • Registration as a Professional Engineer with the Pakistan Engineering Council (PEC).
  • At least 10 years of progressively responsible professional experience in civil engineering design, planning, cost estimation, preparation of BOQs, construction supervision, contract administration, and quality assurance of public infrastructure projects.
  • Demonstrated experience in preparing Engineer's Estimates, technical specifications, bidding documents, and evaluation of civil works.
  • Good knowledge of Pakistan Engineering Council (PEC) standards, Building Codes of Pakistan, Federal and Provincial construction regulations, Public Procurement Rules, and contract administration procedures.
  • Proven track record in the administration, monitoring, and enforcement of civil works including experience with FIDIC or similar international contract standards.
  • Experience in projects financed by the World Bank, ADB, JICA, UN agencies, or other development partners will be considered an advantage.
  • Proficiency in AutoCAD, MS Office, and other engineering software used for planning, estimation, and reporting.
  • Strong analytical, communication, report writing, and coordination skills.

 

  1. The Project Implementation Unit – Pakistan Meteorological Department (PIU-PMD) now invites eligible Individuals (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by providing and submitting the following:
  1. A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake the assignment and deliver inputs/ outputs required under the TOR.
  2. A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  2. The Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020.
  3. The Consultant will be employed on Contract basis under and shall be working on full-time basis in PIU PMD, Saidpur, Islamabad.
