1.         The Punjab Family Planning Program (PFPP) has received financing from the World Bank toward the cost of the Punjab Family Planning Program (PFPP) and intends to apply part of the proceeds toward payments under the contract for Hiring of Firm for Strengthening of Family Planning (FP) Services in Private Sector (Identification, Training & Management Cost) to Engage Practitioners.

 

2.         The Punjab Family Planning Program (PFPP) now invites sealed Bids from eligible Bidders for Hiring of Firm for Strengthening of Family Planning (FP) Services in Private Sector (Identification, Training & Management Cost) to Engage Practitioners.

 

3.         Bidding will be conducted through Open-National, Post-qualification, Single Stage - Two Envelope, with Rated Criteria competitive procurement using Request for Bids (RFB) - Non-consulting Services SPD as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

 

4.         Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): [60%] and for Bid cost: [40%].

 

5.         Interested eligible Bidders may obtain further information from PMU Office, Punjab Family Planning Program (PFPP), 05-Montgomery Road, Lahore and inspect the Bidding document during office hours from 0900 to 1700 hours and before the deadline of bid submission.

 

6.         The Bidding document in English may be obtained from the office of undersigned during office hours before the deadline of bid submission or can be download from the website (https://pshealthpunjab.gov.pk/Home/Tenders). Any firm providing unsubstantiated and/or incorrect information are liable to disqualification and/or legal action.

 

7.         Bids must be delivered to the address below on or before [Tuesday, 01st September, 2026 till 1600 hours]. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on [Tuesday, 01st September, 2026 till 1630 hours] All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

 

8.         All Bids must be accompanied by a “Bid Security” of PKR 3,000,000 [PKR 3.0 million] for Each Lot (Lot #1-Center, Lot#2-North, & Lot#3-South) with TECHNICAL PART in favor of Program Director Punjab Family Planning Program in the form of irrevocable Bank Guarantee / CDR from any scheduled bank of Pakistan.

 

9.         Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

11.Pre-Bid meeting is scheduled on Tuesday, 18th August, 2026 at PST 1100 hours in the office of the undersigned.
