SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUPREQUEST FOR EXPRESSION OF INTEREST (EOI)Electronic Submissions through WBGeProcure RFx NowASSIGNMENT OVERVIEWAssignment Title: Deployment of the Global Health Supply Chain Maturity Model and SCOR training in PakistanAssignment Countries: Pakistan - Khyber Pakhtunkhwa, Punjab, Sindh, and Balochistan provincesASSIGNMENT DESCRIPTIONBackgroundThe Global Financing Facility (GFF) is seeking proposals from qualified firms or consultants to support the strengthening of health product supply chains in Pakistan. This assignment is part of GFF's commitment to advancing reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH-N) outcomes through sustainable, country-led health systems. Assignment OverviewThe objective of this assignment is to assess the maturity of health commodity supply chains across four provinces: Khyber Pakhtunkhwa, Punjab, Sindh, and Balochistan, using the Global Health Supply Chain Maturity Model (GHMM v9.1), and to build stakeholder capacity through SCOR model training. The assignment will identify gaps, develop actionable improvement roadmaps, and integrate sustainability considerations including fiscal planning, regulatory oversight, and climate resilience. Scope of WorkThe assignment comprises two components:Component 1 — SCOR Model Training and Onboarding: Delivery of a two-day training and onboarding session for approximately 25 participants (drawn from the four provinces and the federal level) covering supply chain processes, performance metrics, best practices, and people skills. Participants should be prepared to (re)take SCOR-P evaluations.Component 2 — GHMM Assessment: A structured three-phase process for each of the four target provinces:Preparation: Stakeholder consultations, documentation collection, and assessment planning.Evaluation Week: An onsite engagement per province, including a four-day facilitated workshop led by certified ASCM facilitators, system mapping, and participatory roadmap development.Post-evaluation: Debriefing sessions, results presentation, and validation of improvement roadmaps with provincial and national stakeholders. Expected DeliverablesFor each of the four provinces, the selected firm will produce: A GHMM v9.1 evaluation reportA province-specific supply chain maturity dashboardA supply chain improvement roadmapA supply chain mapSustainability recommendationsA summary presentation for provincial, national, and donor audiencesIndicative Timeline The assignment is expected to commence on 1 October, with the preparation phase, evaluation workshops, and post-evaluation activities to be completed within the timeframe defined in the full Terms of Reference.FUNDING SOURCEThis work will be funded by the Global Financing Facility, part of the World Bank Group (https://www.globalfinancingfacility.org/strategy)ELIGIBILITYRespondents must be eligible to deliver SCOR-P training and to undertake supply chain assessments using the GHMM v9.1 developed by ASCM. Respondents should include in EoI's details of:Certified ASCM facilitators with proven experience delivering GHMM v9.1 assessmentsTechnical expertise in supply chain management within low- and middle-income country health systemsFamiliarity with SCOR model frameworks and their application in health commodity supply chainsExperience working with government counterparts, particularly provincial health departments and vertical programsPrior experience in Pakistan or comparable South Asian contexts is an advantageSUBMISSION REQUIREMENTSThe World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx NowNOTESFollowing this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.Only those firms which have been shortlisted will be invited to participate in the RFP phase.
