The Government of the Philippines, through the Department of Education (DepEd), has received financing in the amount of US$600 million from the World Bank to support the cost of implementing the Project for Learning Upgrade Support and Decentralization (PLUS-D), and it intends to apply part of the proceeds for payments of goods, non-consulting services and consulting services to be procured under this Project.

The project will include the following components:

Component 1 – System-Level Interventions. This component supports system-wide activities to recover or accelerate learning in primary education, as well as improve the quality of lower secondary education nationwide through centralized implementation by the Department of Education (DepEd)’s Central Office. It supports DepEd’s learning recovery programs including through the rollout of the Academic Recovery and Accessible Learning (ARAL) Program. Further, it strengthens teacher qualifications and school leadership through professional development programs including coaching and regular classroom observations. Moreover, it supports the development and implementation of innovative assessments, as well as the enhancement of teaching and learning conditions and other system capacity improvements.

Procurement under this component will include (a) consulting services for the provision of technical assistance and advice to DepEd in areas including policy and program development, teacher professional development, learning assessments, digitalization initiatives, and communications; (b) goods such as ICT equipment, software, and teaching and learning resources; and (c) non-consulting services including for the development of teaching and learning resources.

Component 2 – Targeted Interventions. In alignment with DepEd’s decentralization initiatives, this component finances targeted activities to accelerate learning at the elementary level and improve lower secondary education quality in selected regions and schools. Implementation will be a responsibility of DepEd's Regional Offices most ready for decentralization along with their schools

Procurement, which will be done by the beneficiaries of the abovementioned grant programs, under this component will include (a) consulting services to support the preparation, implementation, management, and monitoring of the a Regional Offices Grant Program and a Schools Grant Program, (b) other consulting services to improve learning outcomes through region- and school-level interventions, (c) goods such as teaching and learning resources, ICT equipment, and other teaching and learning resources to support school-based and regional interventions, and (d) non-consulting services. This component also finances the decentralized procurement of electronic devices for teachers.

Component 3 – Monitoring and Evaluation, and Project Management. This component, which is implemented by DepEd's Central Office, finances activities to strengthen DepEd’s capacity for monitoring and evaluation (M&E), advance decentralization in the education system, and ensure effective management and monitoring of Project implementation. It funds strategic M&E support, decentralization-linked service delivery improvements, and evaluations of programs. It finances the costs of the establishment and operation of the Project Management Office (PMO), as well as project incremental operating costs, grievance redress and citizen engagement mechanisms, and project-related studies.

Procurement under this component will include (a) consulting services for project management, monitoring and evaluation, program evaluations, communications, grievance redress, citizen engagement, and other technical assistance and advisory services, as well as (b) goods including office equipment and furniture necessary for PMO operations.

Procurement of contracts financed by the World Bank will be conducted in accordance with the World Bank’s Procurement Regulations for Investment Project Financing Borrowers – Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services dated September 2025, as well as the provisions of PLUS-D Loan Agreement and Procurement Plan.
