Vorgesehen:

Im Rahmen des o. g. Projekts zur Verbesserung der städtischen Mobilität in Rwanda (RUMI) werden Liefer-, Bau- und Consultingleistungen ausgeschrieben:

Komponente 1: Verbesserung der urbanen Mobilität

Komponente 2: Förderung der E-Mobilität 
 

  • Consultingleistungen u. a.: Vertragsmanagement und Bauüberwachung, Machbarkeitsstudie und Vorentwurf für den nicht motorisierten Verkehr (NMT) in ausgewiesenen einkommensschwachen Vierteln und entlang von DBL-Korridoren (Busfahrstreifen), Vorbereitung von Phase II des Programms zur Erneuerung der Fahrzeugflotte einschließlich Transaktionsberatung und eines Detailentwurfs für das E-Bus-Projekt
  • Bauleistungen u. a.: Bau eines multimodalen Transit-Terminals und eines Terminalbereichs (Planung und Bau), Beauftragung eines Bauunternehmens für den Bau von E-Bus-Depots/Ladeinfrastruktur und die Installation von Ladegeräten
  • Lieferleistungen u. a.: Ladegeräte und batterieelektrische Busse

The Government of Rwanda has received financing in the amount of US$ 204.04 million equivalent from the World Bank toward the cost of the Rwanda Urban Mobility Improvement (RUMI) Project, and it intends to apply part of the proceeds to payments for goods, works and consulting services to be procured under this project. This project will be jointly financed by the European Investment Bank and European Union (EIB/EU).

The project will include the following components with planned open international contracts as summarized in the table below:

Component 2: Promoting E-mobility

This component will mainly include:

  • Feasibility Study and Detailed Design for E-Bus Depots with Charging Facilities and construction of at least One E-Bus Charging Depot;
  • Procurement and purchase of Electric Buses: The project will finance the acquisition the first batch of electric buses to replace aging diesel units and expand the operational fleet. It will include specifications for vehicle performance, battery warranty and after-sales support to ensure sustainable operation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates since it has provided non- objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and City of Kigali’s website: www.kigalicity.gov.rw. 

Prequalification/Initial Selection of suppliers and contractors will be required for the following contracts:

  1. Construction of Nyabugogo Multi Modal Transit Terminal and terminal area (Design and Build)
  2. Consultancy Services for Contract Management & Supervision of works for Nyabugogo Multi Modal Transit Terminal and Terminal area
