ASSIGNMENT TITLE: TECHNICAL ASSISTANCE TO ASSESS THE APPLICATION OF OPEN ACCESS AGREEMENTS ON ZAMBIAN RAILWAYS

The Government of the Republic of Zambia through the Ministry of Transport and Logistics, has received financing from the World Bank towards the cost of the Transport Corridors for Economic Resilience Project and intends to apply part of the proceeds for Individual Consulting Services to undertake a comprehensive assessment of the current Open Access policies and develop a framework for signing Open Access Agreement and model for computation of access fees on Zambia Railways network.
The consulting services will be undertaken in Six (6) months. The individual consultant is expected to review existing policy, legal and frameworks governing rail open access in Zambia; review the current freight open access procedures and requirements in Zambia, conduct research on best international freight open access systems, define gaps and recommend the best approach for Zambia; review the current rail passenger service practices and requirements, conduct research on international passenger open access systems and recommend the best approach for Zambia; review the current Rail Open Access Contracts, develop a standard template and recommend mandatory provisions for inclusion based on international best practices; review the current approaches for charging open access fees compared to other international best practices; and develop a standard model for determination of access fees for all access operators.
The Ministry of Transport and Logistics now invites eligible Individual Consultants to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services including updated Curriculum Vitae (CV) and a short expression of interest summarizing their understanding and approach of the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank Procurement Regulations.
Guidance on contents of the EOI: The following instructions need to be followed when submitting Expressions of Interest (EoI) which will be used as short-listing criteria:
- EoIs should be submitted either in hard and/or soft copies within the stated deadline. Hard Copies should be delivered to the address provided below by Friday 4th September, 2026 at 14:30 local time. Consultants may make arrangements to have their Expressions of interest delivered by courier services. However, the Ministry shall not accept liability for loss or late delivery;
- Soft copies of EOIs must be e-mailed to MULUNDU.CHANDA@motl.gov.zm and mandatory copy to SHIMITI.ZULU@motl.gov.zm and emmanuel.sampa@motl.gov.zm, Jordan.Zimba@motl.gov.zm and Sydney.Nyama@motl.gov.zm by 4th September, 2026 at 14:30 local time;
- If submitting EoI(s) in hard copy, the EoI must be submitted in an envelope marked "EoI for Consultancy Services for ZM-MTOL-458682-CS-INDV: Submission Date (dd/mm/yyyy); Submitted by (name of the consultant);
- If submitting EoI(s) in soft copy, the EoI must be submitted in an email marked "EoI for Consultancy Services ZM-MTOL-458682-CS-INDV: Submitted by (name of the consultant);
- An EoI must be a maximum of 30 pages. Any EoI submission over 30 pages will only be reviewed for the first 30 pages;
- A cover letter expressing interest in offering the services. (Maximum 2 pages);
- The Consultant shall have the following expertise and qualifications:
- At least a degree in Transport Economics, Railway Engineering, Transport Policy, Public Policy or related fields;
- At least 7 years of professional experience in railway sector policy, regulation, infrastructure management and operations or transport economics;
- Development of models to determine fares and tariffs for freight and passenger transportation;
- Knowledge of railway systems in Africa or other developing regions will be an added advantage;
- Strong analytical, stakeholder engagement and report writing skills; and
- Excellent written and spoken English.
