The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Education for Human Capital Development Project and intends to apply part of the proceeds toward payments under the contract for the Construction of Bartamaha School – Mogadishu For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

1. The contract(s) will be awarded to the Bidder offering the lowest evaluated cost to the Employer, subject to the selected Bidder meeting the required qualification criteria as the case may be.
2. Bidding will be conducted through National  Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 1st, 2016 revised November 2017 August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

1. The bidding document in English may be obtained free of charge by the interested eligible bidder on the Somali Jobs website. The Bidding document consists of:

 

• Volume I: The Request for Bid (RFB)
• Volume II: Bill of Quantity attached as Annex-A
• Volume III: Drawings/ Design
• Volume IV: Environmental and Social Management Plan (ESMP)

1. Bids shall be submitted manually in a sealed envelope to the address below on or before 23rd Aug 2026.  Electronic submission of bids is not permitted. Bidders are required to submit one original hard copy along with a soft copy on a flash drive. Late submissions will be rejected.
2. Bids will be publicly opened in the presence of bidders' designated representatives and any interested parties who choose to attend at the address below on 23rd Aug 2026   at 11:00 AM Mogadishu Local Time
3. All Bids must be accompanied by a BID-SECURITY which shall be provided in the form of an irrevocable bank guarantee using the form included in Section IV, Bidding Forms.
4. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
