Assignment Title: Hiring of an International Public-Private Partnership (PPP) Specialist on Container Terminal Development and Logistics (Individual)

The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank toward the cost of the Ports and Logistics Development Project (PORTAL) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision of independent strategic public-private partnership advisory support to the Sri Lanka Ports Authority and the Government of Sri Lanka in relation to potential private sector participation in container terminals and related port infrastructure. The assignment is expected to require approximately nine calendar months from commencement until 30 April 2027. The Specialist is expected to be physically present in Colombo for approximately 21 days during the assignment period, requiring at least three visits to Colombo. The Sri Lanka Ports Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, including a curriculum vitae describing experience in similar assignments and similar conditions.
The criteria for selecting the Consultant are:
1.1. At least 15 years of international experience in PPP advisory, including projects in the port and infrastructure sectors.
1.2. Demonstrated experience advising governments or port authorities on PPP structuring, concession design, and private sector participation in port infrastructure.
1.3. Experience reviewing and managing PPP feasibility studies and transaction advisory processes.
1.4. Strong understanding of financial modelling, project bankability and PPP risk allocation frameworks.
1.5. Experience evaluating unsolicited PPP proposals and investor-led project concepts is desirable.
1.6. Experience working with multilateral development banks and government institutions in PPP project preparation and implementation.
The attention of interested Consultants is drawn to Section III, paragraph 3.15, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated September 2025, setting forth the World Bank’s policy on conflict of interest.
